Can I handle this on my own? Ranking a Google Business listing

One of my clients is currently using a service (link removed) to boost their Google Business ranking. Theyโ€™re paying $200 per month for a guarantee of a top 3 listing within a 2km radius of their postcode.

I find this quite surprising, especially since another client I worked with managed to achieve a top 3 ranking organically. Do these services really offer anything unique, or is this something I could manage myself?
